I am not receiving packets from Local Area Network, it is only sending them.

The problem with the packages is caused by two or three factors:
The network you're connected to has a faulty server which doesn't reply to your packages. You can get more information about this from your ISP or your system administrator.
The drivers are not installed properly for the ethernet card. Go to Device manager (Start > Run > devmgmt.msc) and make sure the drivers are up-to-date.
The IP address problem with the DHCP lease. Try to assign the IP addresses as well as the netmask and DNS manually. You can do that from Start > Control panel > Network Connections > (right click) Local Area Network > Properties > IPv4.
